Mix flour, sugar, baking powder, cinnamon, and salt together well in a large bowl.
Whisk together the milk, oil, eggs, and almond extract in a separate bowl.
Pour wet ingredients into dry ingredients and stir gently, until just combined.
Scoop batter into muffin tins, filling about halfway.
Combine flour, brown sugar, white sugar, and cinnamon in a separate bowl. Stir well with a fork. Add the melted butter and continue stirring with the fork, forming a crumbly mixture.
Divide streusel mixture evenly over each muffin, about 1 Tablespoon per muffin.
Bake in the oven for 15 minutes (or until a toothpick comes out clean).
